Objectives

The general objectives of the integrated course consist in learning the theoretical bases, methods and techniques for the analysis, interpretation, representation of a complex territorial system in its spatial, social and economic dimensions, in the definition of strategies, projects and methods for territorial planning and the sustainable use of resources and for the economic and social evaluation of transformations.
The course and the integrated laboratory offer an educational path built between theoretical, methodological and applicative dimensions, with the aim of providing students with the tools to understand the transformation processes of adaptive urban systems and to develop urban regeneration projects capable of grasping the challenges and local environmental, social and economic resources towards multi-scalar solutions aimed at improving the quality of urban contexts.

The course consists of three modules, URBAN PLANNING, URBAN SOCIOLOGY, and EVALUATION OF PLANS AND PROJECTS.

The three modules are integrated by a common design laboratory.

The design activity focuses on the urban context of the Is Mirrionis and San Michele districts of the city of Cagliari. The context allows to set up a reflection that, starting from the strategic dimension of the metropolitan role and functions, focuses on the territorial project, addressing the typical methods and techniques of the descent of scale connected to the urban project.
The study of the effects that the different possible design actions are capable of generating, both positively and negatively, on mobility, on urban livability, on environmental sustainability, on the historical urban landscape, on the identity of places, on economic activities, on social behaviors may constitute an important basis for reflection to be shared with the community of the study area.

In support of these contents, students are proposed to simulate a decision-making process of participatory planning / design by integrating the urban planning aspects, with those of the evaluation of interventions and with the methods and practices of urban sociology.

The laboratory activities will be divided into three phases:

Phase 1. In-depth seminars; site inspection; first reading of the area

Phase 2. Construction and exploration of scenarios; development of project concepts

The scenarios are subsequently taken up in the projects that the students, divided into groups, will have to develop.

Phase 3. Completion of concept and individual documents

Prerequisites

The student is required to know the fundamentals of urban planning with regard to historical evolution, paradigms, the most important planning experiences, the legal regulatory framework and the ability to develop analysis of settlement systems at different scales with the use of the most common tools for data processing and cartographic representation.

Knowledge of the topics covered in the Estimo 1 course of the three-year degree in Architecture Sciences is also required.

Contents

The URBAN PLANNING module consists of lectures, seminars and laboratory activities.

the main objectives are:
-knowing how to read the composition models of the city to interpret the problems connected to the transformations, also through the study of the urban reference plans;
- to know the theoretical, methodological, institutional and normative aspects of urban planning and design;
-defining the general criteria and prescriptions which will inform the urban planning of a place;
- understand the functional and structuring role of open spaces and their ability to represent the collective image of the city.
- construct the documents relating to the different moments of the construction process of a project on an urban quadrant scale;
-to understand how to represent, in a graphically synthetic and meaningful way, one's reasoning and the results of one's work.


The URBAN SOCIOLOGY module is divided into lectures, methodological exercises in the classroom and laboratory activities.
The lectures will be divided into two sections:
1. Theoretical-methodological framework focused on:
- The toolbox: the levels of analysis of local territorial social systems.
- How places are studied. Introduction to three methods of qualitative field research: ethnographic observation, semi-structured interview, focus group.
- How places communicate. Urban representations between Material and Imaginary, a comparison between different narrative and communicative modes of the city.
2. In-depth study of the following topics:
- The context of analysis: the urban-metropolitan space, in its historical-social evolution from its origins to the Global Cities;
- Social actors and metropolitan interactions: the dynamics of construction of public, collective and private spaces;
- From the city to the neighborhood: the dialectic between accessibility of places and access to substantial citizenship.
- Analysis of an ongoing phenomenon: the Gentrification process, between homologation territorial practices and expectations of universalism of the urban offer.


The Evaluation of Plans and Projects module consists of the theoretical part and the laboratory activity.

The theoretical part, consisting of 20 hours, introduces, also through the presentation of some paradigmatic examples, the topics of decision theory and methods of evaluating decision plans and projects in the urban, territorial and environmental fields. The topics of:
decision and decision support;
problem structuring;
evaluation models: comparative and absolute evaluation, multi-criteria analysis, ranking and rating problems;
economic evaluation of plans and projects, cost-benefit analysis
risk and uncertainty;

Teaching Methods

The course is divided into lectures, in-depth seminars, a scenario building workshop, and a design workshop.

The URBAN PLANNING module is divided into:
lectures and seminars (20 hours)
workshop (30 hours)


The URBAN SOCIOLOGY module is divided into:
lectures (20 hours), with a strong interactive system, with the use of multimedia materials and bibliographic additions suggested each time beforehand to students for the purpose of classroom discussion of the topics covered;
laboratory activities (30 hours) aimed at deepening the genesis, connotations and socio-territorial implications of metropolitan design in a multidisciplinary key, also through methodological exercises with the aim of mastering some qualitative survey techniques useful as tools for social research in the field, introduced within the laboratory activities of design experimentation common to the three modules of the integrated course.


The ECONOMIC EVALUATION OF PLANS AND PROJECTS module is divided into frontal lessons on the theoretical contents of the module for 20 hours. The remaining 30 hours will be dedicated to laboratory activities, including support for the design activity and data processing in order to evaluate the projects developed. During the laboratory, the students, divided into groups, will be led to apply some methods and tools presented in the second part of the module with the aim of structuring the problems, identifying objectives, criteria and metrics, and therefore comparing the main options, actions and projects developed during the integrated course.

During the Covid-19 emergency, lessons can take place in presence and
online.

Verification of learning

The integrated course includes a single final grade based aggregating evaluation on the three modules.

The exam consists of:
• presentation and discussion of individual and group papers
• individual critical reflections on the main topics covered by the three modules

The vote will be attributed collectively among the there teachers, on the basis of the following criteria:
• assiduity of the assured commitment in teamwork and understanding of the method;
• individual contribution to the project activity, clarity and effectiveness of the representation of the project idea;
• acquired ability to argue in an interdisciplinary way on the main topics covered in the lessons and deepened in the seminars.

The course is supported by the a Web platform for communication, interaction, material exchange, and teaching support, set up on the University Moodle platform (elemarning.unica.it).
