Course Curriculum CFU Length(h)


The general objective of the course (Safety and Project Management at Constructions Sites) is to provide the student with knowledge, skills and abilities consistent with the educational objectives of the Master Degree in Architecture. The course learning outcomes are detailed below, according to the five Dublin Descriptors.

Knowledge and understanding skills
By attending the course, the student acquires technical and legal knowledge in the field of safety and work management, deepens its knowledge about occupational injuries in the construction sites and understands the correlation between work management and occupational safety.
The course also provides the student with the fundamental knowledge regarding the roles and responsibilities established by law for all the authors involved in the design and construction process (professionals, contractors, governmental authorities, etc.) and with the ability to understand the main issues regarding the management of public and private construction contracts according to the Italian regulation.

Applied knowledge and understanding skills
For certain topics, the student has the opportunity to apply the acquired knowledge through practical exercises (work scheduling and safety cost estimation) useful in the design and construction process of civil engineering works.

Judgmental autonomy
The course favours the development and strengthening of the student’s judgmental autonomy, starting from the critical interpretation of law requirements to the identification of engineering solutions suitable to achieve specific goals (risk reduction, work scheduling, cost estimate).

Communicative Skills
The course reinforces the student’s communication skills through the recurrent use of technical and legal terms of common use in the design and construction field and the frequent reference to the roles and responsibilities established by law to all the authors involved in a construction contract.

Ability to learn
The course’s approach, essentially aimed at developing the ability to understand and implement the law requirements through appropriate engineering solutions, strengthens the ability to study, analyse and design appropriate solutions in other engineering fields not specifically addressed in the course.


Basic knowledge about civil engineering design and construction


Course introduction and review of basic principles [3 hours of frontal lesson]
Injuries at the construction sites [3 hours of frontal lesson]
National and international data about injuries at construction sites. Injury data by corresponding NACE working sectors (Statistical Classification of Economic Activities in the European Community) in the EU Member States. Occupational data in the European construction industry (FIEC). Major mortal injuries in UE27 and typical standards violations at the construction sites recorded in Italy.
Safety regulation at construction sites [6 hours of frontal lesson]:
National legal implementation of Directive 92/57/EEC (D. Lgs. 81/08 – Titolo IV) about minimum safety and health requirements at temporary or mobile construction sites.
Title IV, Chapter I (Health and safety measures in temporary or mobile construction sites). Title IV, Chapter II (Standards for the prevention of injuries at the construction site and during work at heights).
Content of main health and safety plans [3 hours of frontal lesson]:
Contents of health and safety plans for civil-engineering construction (PSC and POS) and subsequent works (Fascicolo).
Project management [3 hours of frontal lesson + 2 hours of exercise]:
Plan and scheduling of work activities at the construction sites. Project management techniques: GANTT and PERT (Program Evaluation and Review Technique).
Estimate of safety cost [2 hours of front lesson + 1 hour of exercise]:
Safety and production costs. Unit cost analysis. Calculation of freight rates. Costs of PPD and provisional security systems. Exercise about safety cost estimation.
Problems of work organization and typical hazards at construction sites [2]
Examples of security and coordination plan [2]
Regulation of public construction contracts [3]:
D. Lgs. 50/16. Role of RUP in public construction contracts. Planning, design and construction of a public work. Design levels of a public work. Contractor selection criteria and procedures. Contract modifications during the construction stage.

Teaching Methods

The course includes 27 hours of frontal lessons, 5 hours of which are dedicated to the presentation of case studies (projects, risk assessment reports, security plans, work programs, multimedia material from complex construction sites) The remaining 3 hours of the course are dedicated to applications (exercises) related to specific topics (PERT, GANTT and estimate of safety costs).

Verification of learning

The final examination is an oral test, which includes an exercise (PERT, GANTT or estimation of safety costs), a question about the constructions sites Directive and a question about the public contracts regulation. The student is thus expected to know the fundamentals requirements of law about health and safety in temporary or mobile constructions sites and to be aware of the roles and responsibility established by law for the subjects involved in safety and project management at construction sites. The question about the requirements of the constructions sites Directive is the most important, but other aspects are also fundamental for the final evaluation, such as:
- Communication skills (verbal, written and graphic)
- Logical skills applied to the resolution of the exercises and to the oral presentation
- General and specific linguistic competence, with reference to: civil engineering, design, construction contracts and construction sites.
