Objectives

Consolidation of competence already acquired by attending the course of Safety and Project Management at Constructions Sites (Sicurezza e Organizzazione del Lavoro in Cantiere - SOLC). Acquirement of professional and technical skills for the elaboration of the Health and Safety Plan (Piano di Sicurezza e Coordinamento – PSC) for temporary or mobile constructions sites and for the coordination of construction works during the project execution project execution stage.

The laboratory attendance is in fact part of an educational path to achieve the qualification of Coordinator for safety and health matters in temporary or mobile constructions sites (national legal implementation of Directive 92/57/EEC), both at the project preparations stage and at the project execution stage.
The educational path includes attendance and positive results in the final exams of the following two courses:
- Occupational Safety and Environmental Protection (Sicurezza del Lavoro e Difesa Ambientale - SLDA)
- Safety and Project Management at Constructions Sites (Sicurezza e Organizzazione del Lavoro in Cantiere - SOLC)
The attendance of the Laboratory of Safety and Project Management at Constructions Sites (Laboratorio di Sicurezza e Organizzazione del Lavoro in Cantiere - LSOLC) and the editing of the Health and Safety Plans for construction (Piano di Sicurezza e Coordinamento – PSC) on the base of an assigned project.

Prerequisites

Competence acquired by attending the following two courses:
- Occupational Safety and Environmental Protection (Sicurezza del Lavoro e Difesa Ambientale - SLDA)
- Safety and Project Management at Constructions Sites (Sicurezza e Organizzazione del Lavoro in Cantiere - SOLC)

Contents

Presentation of the construction project to be used for the elaboration of the Health and Safety Plans. Analysis of the project documents (project reports, project plans, analysis of unit costs, etc.) and computation of work phases durations on the base of work categories and quantity estimates. Job scheduling (using GANTT technic in MS project application) and human resource management. Computation of the construction site characteristics useful for the estimation of the safety and health costs. Elaboration of work procedures, risk reduction measures and safety costs.

Teaching Methods

Division of participants into working groups (max 4 people each). Presentation of useful software and applications for the elaboration of the work plan (MS project) and the Health and Safety Plan. Analysis of a selected number of work phases included in the construction project and computation of the phase durations by using the unit costs analysis and the quantities estimate. The working groups continue with the durations estimate for all the phases included in the construction project.
For the most critical phases, the laboratory activity includes the safety risk analysis, the elaboration of the working procedures, the definition of the prevention and protection measures of risk reduction and the safety cost estimation. Students’ activities within the laboratory are support by the continuous presence of the professor and the didactic tutors. Each group completes in autonomy the Health and Safety Plan to be presented at the final exam of Safety and Project Management at Constructions Sites.
To meet specific needs related to the epidemiological situation, the possibility of live streaming lessons or recordings of the same available online is provided. The exercises can be carried out through forms of remote interaction with the available IT supports.

Verification of learning

The construction work programme (GANTT) is sent by email to the professor, who verifies the comprehensiveness and the accuracy of the document in a short time. Students who have regularly attended the Laboratory and passed the final verification will be rewarded with 3 course credits.
To accomplish the educational path and achieve the qualification of Coordinator for safety and health matters in temporary or mobile constructions sites, students who have positively attended the Laboratory must take the final exam of Safety and Project Management at Constructions Sites (Sicurezza e Organizzazione del Lavoro in Cantiere - SOLC), which includes the presentation of the Health and Safety Plan.

The updated didactic material is available online (http://moodle2.unica.it/) and includes for each topic: a booklet, the lecture slides, practise exercises, additional practise material and useful links. Extracts of Health and Safety Plans for construction and renovation works and other useful documents are also available on line (aid material for the estimation of work phases durations and safety costs and for the elaboration of the Health and Safety Plan).

Construction sites directive - Certificate
Starting from 20013-14, the certification required by law to perform the role of Coordinator for Safety and Health in temporary or mobile construction sites is issued to students who attend the two courses in Occupational Safety and Environmental Protection (or Health and Safety at Work) and Safety and Project Management on Construction Sites, pass the two final exams, attend the Laboratory of Safety and Project Management on Construction Sites and produce a Safety and Coordination Plan (PSC).
