Objectives

1) Knowledge and understanding capacity:
a) implementation of themes concerning urban and regional spatial l planning into the processes regarding the Strategic environmental assessment (SEA) procedure;
b) detailed plans in the context of general spatial planning at the urban level;
c) decision-making problems regarding multiple alternative choice related to plans or projects.
2) Applied knowledge and understanding capacity:
a) expertise in addressing problematic and critical issues related to such implementation in terms of SEA;
b) Multicriteria analysis;
c) spatial implementation plans of city masterplans.
3) Personal autonomy judgment:
a) critical analysis of several case studies concerning important policies which aim to integrate the Strategic environmental procedure into regional and urban spatial planning policies; by doing so, the student will significantly improve its personal analytic and assessment capacities;
b) the use of Multicriteria analysis;
c) simulations of spatial implementation plans of city masterplans.
4) Communication skills.
Through working groups, which the experimental activities of the Course are based upon, students will learn and get used to a number of methodologies focussing on public presentation and discussion of the technical results concerning their planning simulations. This experience will increase the endowment of communication skills in view of their professional activity. .
5) Learning capacity.
Several planning theories and techniques will be presented and applied during the Course, which will increase the students' skills and capacity related to flexibility and adaptation in their learning approach to progress and advancement in planning professional practice.

Prerequisites

It is useful to be familiar with the content of the course of Topography.

Contents

The course treats the following themes, on the basis of the discussion of theory and practice related to several case-studies:
a) discussion on the assessment of plans and projects. Environmental impact assessment procedures (EIA): the European legislation. Discussion on Directive 2001/42/CE and its implementation into regional and local planning contexts (10 hours).
b) the logical framework for the Strategic environmental assessment of municipal masterplans (10 hours).
c) discussion on case studies concerning the environmental impact assessment of spatial plans (10 hours).
d) Multicriteria analysis (10 hours);
e) spatial implementation plans of city masterplans (14 hours).
g) applied work:
first phase: simulation of an environmental report concerning a city masterplan (11 hours);
second phase: simulations of spatial implementation plans of city masterplans (15 hours).

Teaching Methods

The teaching format will be mainly based on lessons and training activities in presence, in the classroom, which will be integrated and "augmented" through online activities, by means of inclusive and innovation-oriented lectures and exercises.
Traditional class presentations by the instructors, in presence and in teledidactic modality.
Interactive implementation of a simulated planning case studies concerning a city or a regional strategic plan, Multicriteria analysis applied to city planning and implementation plans of city Master Plans.

Verification of learning

The final grade is attributed according to a weighted summation of the student performance assessed through the following four criteria, as described in the following list:
Assignments: 10%;
Class participation: 10%;
Mid-Term Exam: 30%;
Final Exam: 50%.
The final exam consists of a discussion on the Course's contents, with particular reference to the implementation-related issues.
